In June 2014, the Ministry of Civil Affairs organized to implement the application demonstration project of national intelligent IoT for the aged to meet the needs of people’s pension services. The project saw the safeguarding of the old legal rights and interests as a starting point, and implemented many services like the elderly’s positioning help, automatic falling detection, bed rest monitoring, anti-loss of demented elderly, intelligent analysis of elderly behavior, self-service physical examination, exercise measurement and evaluation, video intelligent linkage and so on in nursing institutions through IoT technologies. Through the construction of the project and relying on pension institutions’ intelligent services for centralized care staffs, the Ministry of Civil Affairs explored new models of socialized service for the elderly in the surrounding communities, established and perfected the standard system of technology application, and formed a batch of technical application achievements to promote the healthy development of related industries of intelligent IoT for the aged. The trial tasks mainly included: to build the intelligent IoT perception system for the aged for nursing institutions, to explore new service models in surrounding communities relying on nursing institutions, and to speed up the establishment of the intelligent IoT technology standard system for the aged and so on.

The work points of IoT in 2014 were:

1. To strengthen top-level design and coordination: to strengthen the coordination of the IoT work and guidance of local and industrial IoT.

2. To break through core technologies: to promote sensor and chip technology, transmission, and R&D of information processing technology, implement IoT technology model application and verification demonstration, and build a scientific and reasonable standard system.

3. To implement application demonstration in key areas: to construct scientific and reasonable standard system, carry out application demonstration in important fields like agriculture, trade circulation, energy saving and environmental protection, safe production and important infrastructure fields, such as transportation, energy, water conservancy, etc., and other fields of public safety, medical and health, urban management, people’s livelihood, etc., and promote IoT application service in telecom operation and other enterprises, relying on Wuxi National Sensor Network Innovation Demonstration Area.

4. To promote the industrial coordinated development: to cultivate and hold key IoT enterprises, guide and promote the development of small and medium enterprises, cultivate the gathering area of IoT industry, build and perfect public service platform, and organize innovation and promotion of business model researches.

5. To promote the construction of security system: to establish a perfect security system of IoT.

6. To create a good development environment: to strengthen the connection of all departments’ work, improve industrial development policies, increase fiscal and financial support, accelerate the improvement of laws and regulations, and strengthen the training of professional talents.

In July 2014: The Notifications of The Issuance of 10 Special Action plans for the Development of the Internet of things (National Development and Reform Commission of High Technology (2013) No.1718) required the relevant members of National Development and Reform Commission, the Ministry of Industry and Information Technology, and the Ministry of Science and Technology, The Ministry of Education, the National Standards Committee, and Standardization Administration with IoT development department Joint Ministerial meeting to formulate 10 special action plans for IoT’s development. Please follow the guiding ideology, overall objectives, key tasks, division of labor and progress, safeguard measures, etc., to refine the specific measures of local region as soon as possible, strengthen communication and coordination, and practically promote relevant work.

In February 2015, the State Council issued the suggestions on promoting cloud computing innovative development and cultivating new industry condition of information. Cloud computing is a brand-new industry condition to promote the realization of information technology capacity based on demands and an inevitable trend and large renovation of information development. To develop cloud computing is beneficial to sharing information knowledge and innovative resources, reducing the whole society’s cost of entrepreneurship, and cultivating new industries and consumption hot spots, which is of great significance to stabilize growth, adjust structure, benefit people and build innovative countries. At present, global cloud computing still is in the early stage of development, and China is faced with rare opportunities. On March 9th 2015, the Ministry of Industry and Information Technology issued The Notification of Implementation of Pilot Demonstration Special Action of Intelligent Manufacturing in 2015. In January 2017, the Ministry of Industry and Information Technology issued the 13th Five-Year Plan of the Internet of things, which defined the its development goals were: to perfect the technological innovation system, construct the perfect standard system, promote the scaled application of IoT, improve the public service system, and enhance safety and security capabilities and other specific tasks.

On February 25th, 2017, the Ministry of Industry and Information Technology held the meeting to speed up the plan progress of key frequency like 5G in 2017, including the plan of 5G at frequency band which is below 6GHz, and the good frequency coordination in millimeter band of 5G technical.
