On March 17th, 2017, the 2016 year’s annual meeting of chief librarians of university libraries in Heilongjiang was held in Hanlin TianYue Grand Hotel in Harbin. Nearly 200 people from more than 50 provincial universities attended the meeting, including Harbin Institute of Technology, Harbin Engineering University, Harbin University of Science and Technology, Jiamusi University, etc.

Wang Lihai, and Qu Guimin hosted the meeting, the secretary of Academic Library Community in Heilongjiang-- Liu Shiying concluded the annual work in 2016 and reported work plan in 2017. Professor Chu Jingli gave a lecture of The Construction of a New Capacity System for user-oriented libraries.
